the test pattern only tests the video and the sound. The CBC logo would do the same job except less annoying when someone turns to the channel and hears “DOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOO” at the max volume.
I saw a version of this sign-Off after a taped Godzilla movie (Godzilla vs. Mothra I taped it sometime around 2004/05 maybe erlier)
